Cumberland County Commissioners Regular Meeting Wrap-Up

FAYETTEVILLE, N.C. – The following is a summary of the June 17, 2024, Cumberland County Board of Commissioners Regular Meeting, which was held at 6.45 p.m. in Room 118 of the Judge E. Commissioner Veronica Jones led the invocation and Pledge of Allegiance.

Commissioner Jimmy Keefe recognized Father’s Day and those who are fathers or who serve in a father role in the community.

Vice Chairwoman Dr. Toni Stewart recognized that June is Men’s Mental Health month and encouraged men to make sure they do everything they can to make sure they’re OK, including talking to someone if they need to.

Assistant County Manager Brian Haney introduced Robin Deaver as the County’s new County Finance Director/Chief Financial Officer. Deaver’s first day with the County was June 17. She comes to Cumberland County from the N.C. Department of State Treasurer where she served as Chief Financial Officer/Deputy Treasurer. Prior to that, she was with Fayetteville Technical Community College for 15 years, most recently serving as Senior Vice President for Business and Finance. Deaver said she was excited to join the Cumberland County team and looked forward to working with County Management and the County’s departments.

Cumberland County Board of Elections Director Angie Amaro was joined by members of the Cumberland County Board of Elections to recognize the finalists and announce the winner of the Board of Elections “I Voted” Sticker design contest. The winning design, which will be used during the November 2024 General Election, was submitted by Kyariaha Maxwell, a sophomore at Cumberland County Virtual Academy. Second place went to McKensie Flinn, a sophomore at Cumberland Academy. Third place went to Bethel Agbongiague, a freshman at the School of Brilliant Minds.

Board of Elections Chairwoman Irene Grimes also shared precinct officials are desperately needed for the 2024 General Election and encouraged students 17-years-of-age and up to apply to be a Student Election Assistant. She said there are two slots available for each of the County’s 77 precincts and Student Election Assistants receive the same training and pay as adults who work the election. Cumberland County Communications Director Diane Rice recognized the members of the 2024 class of the Cumberland County Citizens’ Academy, which was held from April 23 to May 28. This was the first class since prior to the COVID-19 pandemic. During the program, citizens visit and learn more about Cumberland County government and the various County departments and develop a better understanding of what county government does and how the various departments play a vital role in the community.

A PUBLIC COMMENT PERIOD was held.

The Board unanimously approved the following items as part of the CONSENT AGENDA, unless otherwise noted below. An additional Consent Agenda item (J) was added by the Board during the meeting.

  2. Approval of Destruction of Tax Administration Records

  10. Consideration of Amendments to Articles of Incorporation for Cumberland County Hospital System Inc.

The following PUBLIC HEARINGS were held:

  1. Consideration of Granting Economic Development Incentives for Project Smartie: In prior closed sessions, the Board considered proposed economic development incentives for Project Smartie to be developed by an internationally headquartered company considering an existing building on Corporation Drive for a new manufacturing facility. The project will create a significant investment in real estate and equipment in Cumberland County exceeding $159,000,000 over the next five years and will create 815 full-time jobs in the County by 2028 with an average wage exceeding $53,000. The County’s proposed incentive offer consists of an incentive grant, not to exceed $3,500,000, paid over five years. The Board voted unanimously to approve this item.

    Rezoning Cases

  2. CASE # ZON-24-0010- This case was initially presented during the May 20, 2024 Regular Board meeting and was deferred to the June 17, 2024 meeting to be reconsidered. Rezoning from R6A Residential District to O&I(P) Planned Office and Institutional District or to a more restrictive zoning district for .46 +/- acres; located at 1429 McArthur Road, submitted by Annie Hasan (Agent) on behalf of Khalil Hasan (Owner). County staff met with the applicant to make an effort to provide options for the applicants to utilize space currently zoned appropriately. The applicant stated they hope to amend their application to allow the property to host a community center. The Board voted 6-to-1 to deny the rezoning request.
  3. CASE # ZON-24-0013- Rezoning from C1(P)/CU Planned Local Business District Conditional Use and RR Rural Residential District to C1(P) Planned Local Business District or to a more restrictive zoning district for .69 +/- acres; located at 6189 US Hwy 301, submitted by Ronnie Davis (Owner). The Board voted unanimously to deny the rezoning request.
  4. CASE # ZON-24-0016- Rezoning from A1 Agricultural District to C1(P) Planned Local Business District or to a more restrictive zoning district for 1.07 +/- acres; located at 4140 S. NC Hwy 87, submitted by Del Crawford (Agent) & PMV Property LLC (Owner). The Board voted unanimously to approve the rezoning request.
  5. CASE # ZON-24-0017- Rezoning from A1 Agricultural District & C(P) Planned Commercial District to O&I(P) Planned Office & Institutional District or to a more restrictive zoning district for 2.00 +/- acres; located at 8905, 8907, and 8909 Clinton Rd, submitted by Danny M. Johnson (Applicant) on behalf of Danny & Lorie Johnson (Owner). The Board voted unanimously to deny the rezoning request.

The following ITEMS OF BUSINESS were discussed:

  1. Consideration of Bid Award for the Crown Coliseum Hospitality and Lobby Renovation Project: On February 7, 2024, the Engineering & Infrastructure Department solicited bids for the Crown Coliseum Hospitality and Lobby Renovation project, which includes the renovation of the Crown Coliseum Hospitality Rooms and Pre-function spaces. The lowest responsive, responsible bidder was CMC Building, Inc. with a bid of $1,828,890.00. The Board of Commissioners voted unanimously to accept CMC Building Inc. as the lowest responsive, responsible bidder and delegate signature authority to the County Manager to execute a contract with the vendor.
  2. Consideration of Bid Award for Crown Coliseum Parking Lot Improvements: On April 25, 2024, the Engineering & Infrastructure Department solicited formal bids to repair parking areas 1, 1A and 4 at the Crown Coliseum Complex. Highland Paving Company, LLC, submitted the lowest responsive responsible bid of $1,034,491.10. Commissioners voted unanimously to accept Highland Paving Company LLC as the lowest responsive, responsible bidder and delegate signature authority to the County Manager to execute a contract the vendor.
  3. Memorandum of Agreement with Cumberland County and the Cumberland County Board of Education for Support of State-Assigned Swift Water Rescue Teams to Cumberland County, North Carolina: The Board voted unanimously to approve a Memorandum of Agreement (MOA) with the Cumberland County Board of Education to add Max Abbott Middle School as a location to stage the Swift Water Rescue Team and its equipment during an emergency. The term of the agreement is for ten (10) years. The Board voted unanimously to approve the MOA.

The Board recessed the Board of Commissioners meeting and convened as the Gray’s Creek Water and Sewer District Governing Board to approve the following items as part of the CONSENT AGENDA.

  1. Termination of Water Service Utility Agreement with JFJ III Investments for Deer Meadows Subdivision
  2. Water Service Utility Agreement with JFJ III Investments, LLC, TRI-County Subdivision

The Board adjourned the Gray’s Creek Water and Sewer District Governing Board meeting and reconvened Board of Commissioners meeting.

The Board went into CLOSED SESSION discuss an Attorney Client Matter pursuant to NCGS 143-318.11(a)(3).

The Board adjourned the meeting at 8:49 p.m.
