Maurice Braswell Cumberland County Courthouse, located at 117 Dick Street in Fayetteville, NC and will hear the following:

ZON-24-0036: Rezoning from A1 Agricultural District to R40 Residential District or to a more restrictive zoning district for one parcel comprising of 14.50 +/- acres; located at 908 Mary McCall Road, submitted by Anthony and Peggy White (Owner).

Take Notice that the Board of Commissioners hereby provides public notice of its intent to convey surplus electronic equipment in accordance with North Carolina General Statute § 160A-280. This statute authorizes local governments to donate personal property, deemed surplus, obsolete, or unused, to a nonprofit organization. Cumberland County routinely identifies electronic equipment, including but not limited to computers, laptops, tablets, monitors, and peripherals such as mice and keyboards, which have exceeded their useful life. The County has identified Kramden Institute, a nonprofit organization with extensive experience working with local governments, as the recipient of surplus electronic items. This partnership is designed to bridge the digital divide by providing technology resources to students and families in need, with no additional cost to Cumberland County. The Cumberland County Board of Commissioners will consider a resolution authorizing the conveyance of surplus electronic equipment to Kramden Institute at their upcoming meeting.

CUMBERLAND COUNTY COMMUNITY DEVELOPMENT 
2024 ANNUAL ACTION PLAN PUBLIC REVIEW & COMMENT PERIOD

In continuing our efforts to enhance citizen participation among County residents, Cumberland County Community Development (CCCD) has made available for your review and comment a draft of the 2024 Annual Action Plan.

The 2024 Annual Action Plan, which must be submitted to the United States Department of Housing and Urban Development (HUD), describes the specific projects that will be undertaken in the 2024 Program Year (July 1, 2024 – June 30, 2025).

The draft plan at the Cumberland County Community Development Department will be available for review from March 20, 2024 through April 19, 2024. The Department’s office is located at 707 Executive Place, Fayetteville, NC 28302. Copies of the draft plan will be available for review on Cumberland County’s website at www.cumberlandcountync.gov (through the Community Development Department), or upon request, can be emailed to you.

A draft of the 2024 Annual Action Plan will also be available at the following locations for review from March 20, 2024 through April 19, 2024.

All citizens of Cumberland County are invited to listen in on the public hearing that will be held live on April 15, 2024 via the Cumberland County website (www.cumberlandcountync.gov), Facebook page (facebook.com/CumberlandNC), YouTube page (youtube.com/user/CumberlandCountyNC/videos), and on Cumberland County North Carolina TV (CCNC-TV) Spectrum Cable Channel 5. The meeting will begin at 6:45 p.m.

Please find attached a copy of the “Notice to Class of Proposed Settlement of Franklin v. Kinsley.” Franklin et al. v. Kinsley, formerly known as Hawkins et al. v. Cohen, is a federal lawsuit filed in 2017. This case was certified by the Court as a class action lawsuit on behalf of N.C. Medicaid beneficiaries.

In this lawsuit, the Plaintiffs allege that the N.C. Medicaid agency, along with county Departments of Social Services (DSS), was terminating and reducing Medicaid benefits without considering eligibility under all Medicaid categories and without first providing timely and adequate written notice, in violation of federal Medicaid statute and the U.S. Constitution. The Defendant denied those allegations.

The Court has ordered that class members be notified of the proposed Settlement Agreement.

The attached notice in both English and Spanish is required to be posted in a prominent location within every county department of Social Services no later than Tuesday, November 15, 2022, and on local agency websites, no later than Wednesday, November 16, 2022. The notice must remain posted for at least six weeks.

This notice contains important information regarding details of the Settlement Agreement:

· Where the full Settlement Agreement can be found for review

· Beneficiary rights to object the lawsuit dismissal.

It is imperative for this notice to be posted for no less than six weeks.
