The Home & Community Care Block Grant is administered by the North Carolina Division of Aging and Adult Services through the Mid-Carolina Area Agency on Aging. The funding is dedicated to medical and general transportation. Specifically, clients must be 60 years of age or older and living within Cumberland County in order to participate. Unlike the EDTAP grant, funding may not be spent on anyone under the age of 60, regardless of ability or disability. Additionally, individuals on Medicaid may participate in the general transportation program.
No fee is required to participate, however, clients of the program are asked to make contributions toward the program. Any contribution towards the Community Transportation Program assists in providing additional transportation to our elderly population within the county. General transportation is only expendable for individuals traveling to a Mid-Carolina sanctioned nutrition center. The Community Transportation Program provides transportation for prearranged groups to participate in the Area Agency on Aging Nutrition Program. There must be a least three clients in a group and must attend the approved senior center closest to their home. The Nutrition Program requires that a certain percentage of the group participate in the congregate meal program.
