FAYETTEVILLE, N.C. – The following is a summary of the Nov. 4, 2024, Cumberland County Board of Commissioners Regular Meeting, which was held at 9 a.m. in Room 118 of the Judge E. Commissioner Marshall Faircloth led the invocation and Pledge of Allegiance.
Chairman Glenn Adams welcomed Zoe Lattimore, a Girl Scout Ambassador with NC Coastal Pines Troop 1458, who is working toward her Gold Award. Lattimore shared that her Gold Award project is Diabetes Awareness, and she provided information about diabetes, its impact on the community, and her hopes to continue to bring awareness to the disease. The Board recognized the Cumberland County “Ignite” Internship Program’s fall cohort. Human Resources Director Dominique Hall welcomed the 18 interns and thanked them for their interest and dedication to the County. Hall emphasized some of the Ignite interns have interviews for jobs with the County and a few are even joining the Cumberland County team as staff members. Cumberland County launched the second cohort of the "Ignite" Internship Program in September. The fall cohort consists of college students (undergraduate and graduate), and recent college graduates. The following interns were placed in various county departments to complete their ten-week fall internship:

The Board unanimously approved the following CONSENT AGENDA items:
- Approval of Proclamation Recognizing Operation Greenlight in Cumberland County
- Approval of Proclamation Proclaiming November 16, 2024 as Liberty Point Resolves Day in Cumberland County
- Approval of Connection of the Godwin Subdivision Project to the NORCRESS Sewer System
- Approval of Adoption of the Schedule of Values, Standards, and Rules for the 2025 Property Tax Evaluation
- Approval of FY 2024-2025 JCPC Unallocated Funding
- Approval of Proposed Additions to the State's Secondary Road System
- Approval of Proposed Additions to the State's Secondary Road System
- Correction of Section Heading in Vaping Regulations Ordinance
- Approval of Budget Ordinance Amendments for the November 4, 2024 Board of Commissioners' Agenda
- Approval of Proclamation Recognizing Diabetes Awareness Month in Cumberland County (this item was added to the agenda during the meeting)
The following PUBLIC HEARINGS were held:
- Public Hearing for Edward Byrne Memorial Justice Assistance Grant: The Cumberland County Sheriff's Office is seeking to apply for funding from the Edward Byrne Memorial Justice Assistance Grant (JAG) through the United States Department of Justice (USDOJ). The grant continues the USDOJ efforts to support local law enforcement at the local level. A public hearing is required prior to application. There were no speakers during the public hearing and the Board voted unanimously to authorize application for the grant.
The following ITEMS OF BUSINESS were discussed:
- Consideration of Request for Proposals (RFP) for Employee Health Center Provider: Cumberland County provides an onsite Employee Health Center for County employees, eligible dependents, and retirees. The County’s current agreement with Proactive MD to operate the clinic will end on June 30, 2025. County staff have engaged the County's benefits broker, USI, to solicit proposals for a provider to operate the Employee Health Center beginning July 1, 2025. Following the solicitation process, a recommendation will be brought forward for the Board's consideration and approval. The Board unanimously approved the request to move forward with the solicitation process.
- Consideration of Construction Manager-at-Risk Contract for Homeless Support Center: On August 5, 2024, the Board of Commissioners approved the selection of Barr & Barr as the Construction Manager-at-Risk (CMaR) for the Homeless Support Center project following an RFQ process and directed staff to negotiate a contract for preconstruction services for the project. Staff presented a proposed contract with Barr & Barr for preconstruction services totaling $350,152. At the conclusion of the project's preconstruction phase, a contract amendment will be brought forward to incorporate the Guaranteed Maximum Price (GMP) and allow the project to move into the construction phase. The Board unanimously approved the contract.
The following APPOINTMENTS were made:
- Fayetteville Area Convention and Visitor's Bureau Board of Directors: The Board unanimously reappointed Sheba McNeill.
- Transportation Advisory Board: The Board unanimously appointed Norma Neal (Aging Programs Representative), Carla Smith (Mid-Carolina Council of Governments Director or Designee), Antionette Wiggins (Dialysis Center Representative) and Sheila O’Kelley (At-Large Representative).
The Board recessed the Board of Commissioners meeting and convened as the NORCRESS Water and Sewer District Governing Board to unanimously approve the following items as part of the CONSENT AGENDA.
- Approval of Connection of the Godwin Subdivision Project to the NORCRESS Sewer System
The Board adjourned the NORCRESS Water and Sewer District Governing Board meeting and reconvened the Board of Commissioners meeting.
The Board went into CLOSED SESSION to discuss an Attorney Client Matter pursuant to NCGS 143-318.11(a)(3) and Real Property Acquisition pursuant to NCGS 143-318.11(a)(5).
The Board of Commissioners adjourned the meeting at 10:02 a.m.
