FAYETTEVILLE, N.C. – The following is a summary of the Cumberland County Board of Commissioners meeting, which was held Jan. 3, 2023, at 9:00 a.m. in Room 118 of the Judge E. Maurice Braswell Cumberland County Courthouse.
Emergency Services Director Gene Booth provided the Board with an update regarding the department’s transition to the new Emergency Services Center at 500 Executive Place, which was completed on Dec. 14, 2022. Booth said the transition to the new Emergency Services Center was a smooth one with the cutover starting at 10 a.m. on Dec. 14 with the first 911 call received in the new center at approximately 10:40 a.m. and completion around 12:30 p.m.
He also reminded the public to make sure they are prepared for cold weather. He encouraged people to prepare for winter weather just as they would for a hurricane or tornado event with the addition of having multiple layers of clothes available if needed and urging caution when using secondary heat sources.
Amanda Bader, General Manager of Environmental Resources introduced Sabrina Colon with HDR who presented the Environmental Justice Draft Public Participation Plan for the Ann Street Landfill and asked for feedback from Commissioners prior to submitting the plan to the NC Division of Environmental Quality (DEQ). The County is moving forward with the process of mining the existing balefill and constructing an on-site transfer station to allow for waste to be hauled off-site for disposal in order to extend the life of the current facility. Colon said the Draft Environmental Justice Report was submitted to DEQ last week and she wanted to share the Draft Public Participation Plan, which lays out how the County will engage the public regarding the project over the next several months with public meetings, stakeholder interviews and other forms of targeted outreach.
The Board unanimously approved the following items as part of the CONSENT AGENDA:
- Approval to pay Prior Year Invoices
- Approval of Budget Ordinance Amendments for the January 3, 2023 Board of Commissioners’ Agenda
ITEMS OF BUSINESS
- Consideration of Building Resilient Infrastructure Communities Grand Funding. Request for commitment of $37,500 (25% of the project cost) through in-kind services, county funds, or a combination, to apply for a FY22 BRIC grant in the amount of $112,500 (plus $7,500 in management costs) to evaluate the operation of the Wilkes Road Facility and address how to increase production and optimize capacity during disasters. – The Board approve this item unanimously.
- Consideration of Approval of Agenda Session Schedule Update. Request to change County Board of Commissioners’ Agenda Session from Thursday, February 9, 2023 to Tuesday, February 7, 2023. – The Board approve this item in a 5-to-2 vote.
- Consideration of Action Pathways NCDHHS Community Services Block Grant Program Application for Funding. Request for Board approval of application submission for federal grant funding which will help provide services to low-income families in Cumberland and Sampson Counties. – The Board approved this item unanimously.
The Board went into CLOSED SESSION to discuss Personnel Matter(s) and Property Acquisition pursuant to NCGS 143-318.11(a).
