County Seeks Partners for ‘White Flag’ Shelter Events

Cumberland County Community Development is seeking information from providers interested in partnering with the County to provide vital White Flag shelter services for vulnerable and homeless populations during extreme cold weather conditions.

FAYETTEVILLE, N.C. – Cumberland County Community Development is seeking information from providers  interested in partnering with the County to provide vital White Flag shelter services for vulnerable and homeless populations during extreme cold weather conditions.

A White Flag Event is declared when temperature and/or wind chill is forecast at or below freezing for either night or day. Cumberland County estimates no more than 35 White Flag days a year from  December through March.

Legally qualified vendors, including service providers, competitive providers, nonprofit organizations and other entities interested in partnering with Cumberland County are encouraged to respond to a Request for Information (RFI). Vendors should indicate how their response will assist the County with services/sheltering during White Flag events.

Complete RFI responses must be emailed to cccdapplicatons@cumberlandcountync.gov no later than 3 p.m. on Nov. 9, 2023. Responses received after the deadline will not be considered. The subject line of the email must identify the RFI title: RFI 2023 – White Flag Shelter.

The RFI packet may be accessed on the Cumberland County Procurement Division webpage at cumberlandcountync.gov/bidopportunities through Vendor Self-Service (VSS) by clicking on the “Bid Opportunities” link.

Community Development will hold an interest meeting on Tuesday, Oct. 31 at 10 a.m. at the Community Development office located at 707 Executive Place, Fayetteville. Interested parties may submit questions about the RFI  via email to cccdapplicatons@cumberlandcountync.gov no later than Oct. 30.

Vendors are responsible for all costs associated with the preparation and submittal of their responses. The RFI is NOT a solicitation for bids or proposals; it is a request for information.
